Job Summary:

The Regulatory Affairs Officer will be responsible for comprehensively managing and ensuring Sunfan Energy’s compliance with all applicable laws, regulations, policies, and tariff orders governing solar, wind, and hybrid renewable energy projects in India, particularly focusing on Karnataka. This role involves proactive monitoring of regulatory changes, facilitating timely acquisition of all necessary licenses and permits, and acting as a key liaison with various government and regulatory bodies.

Qualifications:

  1. Bachelor’s degree in Law (LLB), Electrical Engineering, Environmental Science, Public Policy, or a related field. A Master’s degree or specialization in Energy Law/Policy, or an MBA, is a distinct advantage.
  2. 2-5 years of direct experience in regulatory affairs, policy analysis, or compliance management within the power sector, specifically with a focus on renewable energy (solar, wind, or hybrid projects).
  3. In-depth knowledge of India’s electricity laws, regulatory frameworks (Electricity Act, 2003), energy policies, and environmental regulations at both central and state (Karnataka is mandatory) levels.
  4. Familiarity with tariff determination processes and grid codes (IEGC, state-specific grid codes).
  5. Excellent research, analytical, and interpretation skills for legal and regulatory documents.
  6. Strong communication (written and verbal), negotiation, and interpersonal skills for effective liaison with authorities and internal stakeholders.
  7. Highly organized, detail-oriented, and capable of managing multiple regulatory processes simultaneously under strict deadlines.

Key Responsibilities:

  • Regulatory Monitoring & Analysis:
    1. Continuously monitor, track, and analyze new and evolving policies, regulations, rules, tariff orders, grid codes, and standards issued by central (e.g., MoP, MNRE, CEA, CERC) and state-level authorities (e.g., KERC, SERCs, State Pollution Control Boards, DISCOMs).
    2. Assess the potential impact of these regulatory changes on Sunfan Energy’s existing projects and pipeline (solar, wind, and hybrid projects).
    3. Prepare detailed summaries and briefs of regulatory developments for internal stakeholders and management.
  • Permits, Licenses & Approvals Management (Project Lifecycle):
    • Manage the end-to-end process of obtaining all required licenses, permits, and approvals for solar, wind, and hybrid power projects. This includes, but is not limited to:
      • Land conversion/acquisition clearances.
      • Environmental & Forest clearances (if applicable).
      • Grid connectivity approvals from CTU/STU and DISCOMs.
      • CEA clearances, Electrical Inspectorate approvals.
      • Licenses under various central and state acts relevant to power generation.
    • Prepare and ensure accurate, timely, and complete submission of all application forms and supporting documentation.
    • Track application statuses and proactively follow up with relevant authorities.
  • Compliance & Risk Management:
    1. Ensure ongoing compliance with all statutory requirements, environmental norms, safety regulations, and industry standards for operational solar, wind, and hybrid power plants.
    2. Identify potential regulatory risks for projects and propose mitigation strategies.
    3. Maintain a robust repository of all regulatory documentation, correspondence, and approval records.
  • Liaison & Advocacy:
    1. Establish and maintain strong working relationships with key officials and representatives of regulatory bodies, government departments (e.g., KERC, CEI, MNRE, MoP, CTU, STU, DISCOMs, SPCB, Land Dept.), and industry associations.
    2. Represent the company in regulatory hearings, meetings, and discussions as required.
    3. Support the legal team in drafting responses to regulatory queries, petitions, or policy consultations.
  • Internal Guidance & Support:
    1. Provide expert regulatory insights and guidance to internal teams including Project Development, Engineering, Project Management, Legal, and Finance on project viability, risks, and compliance requirements.
    2. Conduct internal training sessions on regulatory updates as needed.
